Edward Lee Fosset, 87, passed away in Cape Coral, Florida on Friday, August 21, 2015. Born in Falmouth Ky April 15, 1928, he was the son of Edward Dudley & Kyra Waldron Fossett. He was a graduate of Falmouth High School, received his bachelor’s degree from the University of Kentucky, was a member of the Kappa Sigma fraternity in 1951 and graduated from the University of Kentucky College of Law, where he was a member of the Phi Delta Phi legal fraternity in 1956. As a 2nd Lieutenant Fossett served our nation courageously from 1951 to 1953 as a member of the United Stated Army leading a weapons squad in Korea and earning a Combat Infantryman’s Badge. He rose to rank of Lt Colonel in the Army Reserves leading a Judge Advocate General Unit, of which a young Sergeant Steve Beshear, now Governor served. Mr Fossett served in many capacities in state government throughout his career, including stints as a clerk for Kentucky Court of Appeals in 1956, Assistant Attorney General from 1956-1959, Chief of staff to Governor Bert T Combs from 1959 - 1963, Chief Legislative Assistant to Governor Edward T Breathitt from 1963 - 1964, Chief Legal Counsel to the Kentucky Department of Insurance for 11 years, Chief Legal Counsel to the Department of Education for 6 years and Administrative Law Judge for the Kentucky Department of Worker’s Compensation Claims from 1994 to 1998 and Mr Fossett represented the Commonwealth before the Supreme Court of the United States in 1980, where he defended Kentucky’s right to place copies of the Ten Commandments in public school classrooms, and drafted the state’s no fault motor vehicle insurance laws in 1982; For many years, he was a law partner to Senator Julian Carroll as well as clifford B Smith. Mr. Fossett was a member of the Full Gospel Business Men’s Fellowship of Kentucky, served as Deacon and Elder at South Frankfort Presbyterian Church in Frankfort, KY, Living Waters Church in Shelbyville KY and 1st Christian Church in Cape Coral FL. He volunteered as instructor of English for the Literacy Council of Gulf Coast (LCGC), as well faithfully serving every Sunday for several years with Bible studies for prison ministry in both Franklin County, KY and Lee County FL. Ed was the devoted husband of Skipper Sutton Fossett for the last 51 years, the father to Lee Fossett, Jeff Fossett (Valerie Ison Fossett), Julie Fossett Kelder (Mark Kelder) and Kyra Fossett Quarles (David Quarles) who in turn have gifted him with 12 Grandchildren and 9 Great-Grandchildren. A celebration of his life will be held at Capital City Christian Church at 4:00 pm Sunday, with visitation preceding at 2:00 pm. A graveside service will be held Monday in the Frankfort Cemetery, with a procession leaving Rogers Funeral Home at 10:00 am. Contributions in Ed's memory are suggested to Hospice of the Bluegrass or the American Cancer Society.
